The old download pages offered Windows installers and source archives for PIL and the other PythonWare libraries. None of those are the right thing to install now. Here is what replaced each of them.
python -m pip install Pillow
Install Pillow, import PIL. Pillow is the maintained fork and the only version that works on Python 3. There is nothing to compile: wheels are published for Windows, macOS and Linux. See PIL and Pillow for what changed.
It went into the standard library. On Python 3 it is xmlrpc.client and xmlrpc.server, and there is nothing to install. See the XML-RPC page.
Also in the standard library, as xml.etree.ElementTree, since Python 2.5. For the faster C implementation and a few extras, pip install lxml.
Discontinued long ago and not available. For an editor, use anything current: VS Code, PyCharm, Vim, or IDLE, which ships with Python.
PythonWorks, the SOAP library, Squeeze and the other tools the company published are discontinued and are not offered here. Where one of them did something people still need, it usually has a modern replacement: the SOAP library's job is covered by the standard library's XML-RPC support or by a current SOAP client such as zeep, and an editor can be anything current.
From python.org, or your system package manager. On Windows, tick the box that adds Python to PATH during setup, which saves an hour of confusion later.
Copies of the original PIL 1.1.7 Windows installers are still floating around on mirrors. Do not use them. They are Python 2 only, unmaintained since 2011, and carry unpatched decoder bugs. Image decoders are a common source of security problems, which is a good reason to stay on a version that is still getting fixes.
